Ndlovu was born in 1953 in Johannesburg and attended school there until 1972 and 1973, when he transferred to Dlangezwa High School in Empangeni in KwaZulu-Natal. Between 1974 and 1976, he studied and obtained a Fine Arts diploma from the ELC Art and Craft Centre in Rorke's Drift.

In 1977, he was employed as an official by the South African Institute of Race Relations (IRR) in Durban to organise and promote youth and community programs in art, theatre, dance, creative writing, craft, photography, and informal education. Until 1982, Ndlovu supervised the employment process for the Central Education Program at the IRR's Durban branch. From 1983 to 1985, he was a freelance artist before joining the Open Air School in Durban from 1986 to 1991. Ndlovu collaborated with Charles Nkosi, another CCAC artist, to run these outreach programs.

Since 1974, Ndlovu has participated in a number of notable exhibitions, including Fort Hare University, Art Centre Sweden, JP Art Gallery SAIRR Culture, and a resistance group exhibition in Botswana that took place from 1981 to 1995. His collections are included in some of these collections: Khaya Museum in Diepkloof (1996); Constitutional Court Art Collection (1997); Independent Electoral Commission (1998); Uthingo (1999); NAIL (Head) (2002); Kellogg Foundation (Washington DC) (2003); and Johannesburg (2005-2007).
