The drawing is based on two photos in The New York Times from 1997, taken during Bantu Stephen Biko's arrest by apartheid security police who later killed him in detention in 1977. This drawing was produced in the USA, following internationally publicised testimony about Biko's assassination, delivered at the Truth and Reconciliation Commission (TRC).
